This deck does not need giant creatures to generate pressure. Terra, Herald of Hope turns small creatures, graveyard setup, and clean combat into a steady reanimation engine.
Terra is a Mardu commander built around self-mill, evasive attacks, and recurring low-power creatures for value. At the beginning of combat on your turn, you mill two cards and Terra gains flying until end of turn, which helps stock your graveyard and makes it easier for her to connect. Then, whenever Terra deals combat damage to a player, you may pay {2}; when you do, you return target creature card with power 3 or less from your graveyard to the battlefield tapped. That means every successful attack can become more board presence, another utility creature, or one more recursive value piece coming back into the game.
This deck is built around Mardu reanimator and self-mill synergy: cheap creatures worth bringing back, graveyard setup that keeps your reanimation targets flowing, and support cards that help Terra attack safely and keep the engine running. EDHREC currently groups Terra, Herald of Hope most strongly with Reanimator, Graveyard, Self-Mill, and Aggro themes, which fits a strategy built on turning repeated combat damage into constant recursion and pressure.
