Phenax, God of Deception is a Dimir commander from Born of the Gods built around the most straightforward mill engine the format has ever produced. Every creature you control gains the ability to tap and mill a player for cards equal to its toughness — meaning a board of high-toughness creatures isn't a defensive position. It's a mill machine that processes entire libraries in a single turn cycle. A single 10-toughness creature mills ten cards per tap. Three of them on the board with a way to untap mills thirty cards before anyone draws their next card.
The deck is built around maximum toughness density and untap abuse: cheap high-toughness defenders that mill enormous amounts per activation, untap effects that let every creature mill multiple times per turn, and enough control tools to keep the board clear of threats while the library clock runs down. Opponents trying to race the mill find their answers disappearing faster than they can cast them — and Phenax sitting comfortably as an indestructible God who never needs to attack to win.
